Maureen Mahoney joined the Public Service in 1986 at the Electoral Office. She was subsequently deployed to the Posts Department as an Executive Officer. In 1996 she moved to the Ministry responsible for Health and headed the Personnel function both at St Luke’s and at Mater Dei Hospitals. There she was responsible for the introduction of HR policies and Standard Operating Procedures for the hospital. Ms Mahoney continued to climb the ranks within the Public Service. In 2011 she moved to the Ministry’s central HR function after she was appointed Assistant Director. She furthered her studies, obtaining a Bachelor of Science in Human Resources Management from the University of Leicester in 2013. In 2014 she was appointed Director and in 2019 Director General, a position she still occupies to date. She recently led a multi-disciplinary team in drafting a Health Workforce Strategy entitled ‘Supporting and Empowering the Health Workforce – 2022-2030’. Launched in October 2022, Ms Mahoney is now leading its implementation as part of the National Health Strategy for Malta. Over the last years, Ms Mahoney has led numerous delegations and attended a number of international meetings organized by the World Health Organisation and the European Union in relation to HR strategies, retention, attraction and employment of Healthcare employees amongst others. The People Management Division is also conducting regular studies aimed at providing the information considered necessary to lead the Health Workforce into the future.
